Under the Clean Air Act, the rate of emissions that reflects (1) the most stringent emission limitation in the State Implementation Plan of any state for a given source unless the owner or operator demonstrates such limitations are not achievable; or (2) the most stringent emissions limitation achieved in practice, whichever is more stringent.
